I am unclear about the instructions in the following recipe (specifically #3 and #4)

I guess you are puzzeled by the use of the word Trivet?
A trivet is a small metal plate with holes, placed at the base of the pressure cooker. A little water is filled in the cooker and the food to be cooked is placed in a metal bowl, which is then placed upon the trivet about 1/2 an inch above the base of thge cooker. This way, it is steamed, rather than cooked/boiled directly in the pressure cooker. It allows the steam to flow underneath and all arounbd the bowl.
Trivet usually comes with the pressure cooker when you buy one.
