... but why do google frown on anything ? Its not up to them to decide the content of the internet, merely display a list of results when searched for ?

Google don't police content, however they write the algorithms which calculate how highly to rank sites within their search results. Given that they aren't fans of duplicate content, sites which routinely have such content tend to rank lower down in Google search results, which means less visitors see/ find them. They also assign sites a Page Rank, which also plays into position in search results, I think.
Since Google is pretty much the key search engine throughout the world, it makes sense for sites to be aware of Google's web guidelines, where they don't conflict with sites' own aims.
Also, no need to copy and paste content, that's the point of using links.
I do want to try and find time to look for the sites that blatantly copy and paste OUR recipes elsewhere, so I can get them taken down, but just haven't got the hours in the day...
It is correct that duplicate contents should be punished. But Google the dictator of internet has also annoyed many webmasters for no fault of theirs. Many criticize Google of its heavyhandedness in penalising websites. Recently it was observed that there are too many advertisements on Google which defeats their very purpose. Moreover their Panda and Penguin updates have angered many webmasters. Someone like Yahoo, Bing etc. should take over Google.
That's as may be but given that Google is still the de facto search tool of choice, I'd prefer to keep an awareness of their guidelines in mind.
However, the far more important issue is that of copyright. I hate when people steal content from us, so would like to remind everyone not to steal (or "borrow") content from anywhere else.
If it's on the web, then a link will suffice. If it's from a book, it's also protected.

one forum was very nearly taken down by inadvertently allowing a member to blatantly copy recipes from another site to its pages. You have been warned.
I run a non-food site where I post a lot of data I've generated myself, for the benefit of others. Imagine my anger at seeing it copied verbatim on a forum! Unfortunately, its in a language I know nothing about, so I can't even register to complain.
