As you are probably aware, tandoors are extremely hot, much hotter than domestic ovens can reach. To emulate the tandoor, it is often advised to use the grill, but that only cooks one side at a time. Best would be to cook the naan on a tawa (kind of a shallow frying pan) on the top of the range, then while still cooking, placing under the grill. This is how I do my naanzas (pizza/naan cross).
