Sarson is the Hindi name of Mustard plant. It's seeds are called Rai in Hindi, though can also be calles Sarson seeds. So, they are one and the same thing.

Most Indian cuisine uses black or brown..ish mustard seeds. Yellow mustard seeds are not common in India. In fact i don't remember ever seenig them there.

The different species grow natively in different countries so I suppose that dictated which type of seed was predominant in each countries cuisine.
