We do not get makki atta here in indian store. I was wondering if cornmeal which we get in American stores is same as Makki atta. If we grind the cornmeal in spice grinder to flour like consistency will it be same?

Hopefully this will be confirmed because some of these terms might get jumbled in mid-atlantic translation.
Maize flour, Cornmeal, Corn flour are all made from maize. If you coarsely grind Cornmeal it should be similar (if not the same as Makka Atta.) Obviously just don't use Corn flour (which you call Corn Starch) which is used as a thicking agent on both sides of the pond.
Before you start grinding it, have you tried making dough with the cornmeal that you get in USA? Mexicans use it for the same purpose as us, to make flat bread or roti, it works very well.
Indian Makka Atta comes in 3 grades, fine, medium and coarse. I tend to use coarse or medium for making Makka Roti. This is same as cornmeal you get in Western/Mexican shops.
The best way I have found for making makka dough is to pour boiling hot water on it, stir/mix with a fork and leave until hand warm. Then knead it. This makes perfectly good roties. See; Makka roti
