I have never cooked Dal Bati in microwave. Anything made of dough does tend to dry up and get tough when cooked in a microwave. Have you tried making them in an Idli or Dhokla steamer? Also, if you have to cook them for 4 minutes, cook for 2+1+1 minutes at a time, checking in between to see if they are done. Over cooking in microwave will definitely make them leathery.
Microwave has it uses, but cooking traditional dishes to the same standard is not one of them, in my humble opinion.

As she says, there is no specific timings and method she can give you, that will produce the results you are after, not least because she doesn't cook this dish in microwave herself because results are not very good.
On top of that, microwave models vary.
