It is a paste, sold in jars. It contains salt, lemon juice, spices etc. Hottest is English mustard. You can use powdered one too, but it hasn't got the tartness and heat that a paste has. Here are a few examples; http://goo.gl/K7lVH8

In India, people often use freshly ground paste of black mustard seeds instead.
