Concentrated orange juice (as in the sort you get from the supermarket freezer section) together with freshly squeezed lemon juice to taste.

I think the Cointreau could contain orange oil, rather than just the juice. Orange oil is available from cake suppliers (or Lakeland Ltd.) or you could make your own by heating orange peel in oil (with a little mandarin peel, as well).

If your recipe does not contain oil, try grating the rind. I made a chow mein dish last night for tea, and grated some clementine rind into the final dish, it was lovely. Also used in Japanese seven spice mix.
