Hello Afzal

Saffron strand=Kesar or zafran. They are dried stigmas of the flower of saffron crocus

Puffed rice=Murmure, both in Hindi and Urdu. It is like popcorns made from rice.

Would "rice made like popcorn" make something like those breakfast cereals that go snap crackle and pop?

Yes, very similar to Rice crispies, but different. For making murmure/murmuray, whole rice is roasted in huge iron woks, mixed with hot sand, until it puffs up, a bit louder 'snap crackle and pop'! That is the traditional way, they may have more modern techniques now. They are traditionally eaten mixed with dry roasted 'kaale chane' or Bengal gram. This used to be poor man's snack, but has now become popular again because of health benefits, high protein and low fat.
